In Bolivia, in 2006, a series of partnerships and dialogues with civil society, with the support of the then United Nations Development Fund for Women, currently UN Women, made it possible for the Ministry of Finance, together with the Ministry of Planning, to add a specific article to the country’s National Municipal Planning Guidelines that stated that municipalities should allocate resources for the promotion and development of gender equality programmes and projects. This text remained unchanged until 2008. One year later, in 2009, the Ministry of Economy modified the text of that particular guideline to direct investments towards strengthening economic empowerment, the shared responsibility of care, and the construction of a culture of equality. This text remains unchanged.
In 2010, the Andrés Ibañez Framework Law on Autonomies and Decentralization, which stated that the National Budget should include gender equality investment categories and indicators and incorporate them in public plans and budgets, was enacted.
In 2011, the Ministry of Economy and Public Finance approved the “Budgeting and Planning Guidelines and Classifiers” that the Vice-Ministry of Equal Opportunities, together with the National Working Group on Gender Responsive Budgets (MNT-PSG), developed to further the gender mainstreaming process. In 2018, the definition of several articles was expanded to track resources allocated to gender equality at the departmental and national levels.
